Each scholarship track has its own income and academic thresholds, because the cost of tuition and the competitiveness of applicants differ by level and city. These are guidelines, not hard cut-offs — every full application is still read by a reviewer, and reviewers can and do make exceptions for difficult circumstances explained in your essay.
